Hello again! We're sorry for the confusion—the wording is a bit skeleton-exclusionary, isn't it? Since we won't be using a numerical HP system in Imaginary Island, we needed a better way to describe the extent of damage that certain spells can heal. In the case of any creature that lacks standard human anatomy, these spells will treat wounds of equivalent severity to what is described in the info pages. So yes, if Papyrus suffers scrapes or minor fractures, those can be completely healed, but if any of his bones suffer significant breaks, it will be just as challenging to heal those as it would be to heal a mangled fleshy limb. Generally, a good rule would probably be "the more it hurts, the harder it's going to be to heal."
